New licence
Enrol at an approved driving school and complete training and tests.
Converting an Indian licence
Indian licences cannot be swapped directly. You open a file at a driving school and take the tests; holders of a valid Indian licence usually need fewer lessons or can try the test directly ('Golden Chance'). Visitors can drive rental cars with an International Driving Permit.
Vehicle registration and renewal
Insurance and a technical inspection are part of registration.
Fees
Approx. for a new Dubai licence: file opening ~AED 200, learning permit ~AED 100, eye test ~AED 140–180, lessons at a driving school (total often AED 4,500–8,000), tests and licence issue ~AED 300. Renewal ~AED 300 plus eye test.
